Rules for becoming a citizen

Trying to determine if my ancestor, born in 1819 per his tombstone, is the same person who became a naturalized citizen in U.S. Marine Court in NY in 1832. If it's him, he would have been only 13. Yet the citizenship rules said you had to be 21. His DOB wasn't shown on his naturalization card. Is it *possible* he became a citizen at 13 or is this most likely a different person with the same name (Augustus Raymond)?
